Make-New-Toot-State names a function, with lambda list (TOOT):

Set up the state for TOOT, who has never logged in before.

WRITEME

• Sends a private admin message welcoming the player to Toot Square
• Create a New Toot Quaestor event
• Creates a Toot-Quiesced record for them
